Proposed Amendments to Canada’s State Immunity Act

In 2004, the IHRP proposed legislative reform to allow Canadian nationals subjected to torture in a foreign State to seek civil redress in Canada. This work was prompted by the case of Bouzari v. Islamic Republic of Iran and other efforts to seek civil redress for torture committed abroad.
