September 14, 2015 – Ottawa, Ontario – Canadian Human Rights Commission

The Canadian Human Rights Commission (CHRC) is calling on Canada and other governments to improve access to justice for migrants and refugees.

According to a 2015 report by the University of Toronto’s International Human Rights Program, thousands of migrants are arbitrarily detained in Canada each year. Nearly one third are held in facilities intended for criminals, sometimes for years at a time, in violation of international human rights law.

Renu Mandhane, JD 2001, the executive director of the Faculty of Law’s award-winning International Human Rights Program (IHRP), has been nominated by the Ontario government for the role of chief commissioner of the Ontario Human Rights Commission, subject to a final review by the Standing Committee on Government Agencies. She is expected to take up her post in fall 2015. As chief commissioner, Mandhane will play a central role in shaping human rights in the province.

The United Nations Human Rights Committee, a body comprised of international law experts from around the world, repeatedly asked Canada for answers regarding its indefinite detention of migrants, the lack of alternative to detention for those with mental health issues, and the failure to provide meaningful oversight over the Canada Border Services Agency (CBSA).

 Today, the IHRP's executive director, Renu Mandhane, presented to the UN Human Rights Committee on human rights violations associated with Canada's detention of migrants with mental health issues.  Mandhane opened her remarks by reading a letter filed with the Committee by a Tyron Richard, a 27 year old man currently detained at Central East Correctional Centre in Lindsay, Ontario.
